Wenn du damit auf den zweiten Verfassungszusatz anspielst, der dient in erster Lienie dazu das Volk vor unterdrückung zu schützen. Die Gründungsväter waren davon überzeugt das jede Regierung ihre Macht irgendwann missbraucht und das demokratische Institutionen dies nicht immer verhindern können. Hier mal ein paar Zitate:
