Well, he mentioned that he is extra cautious and wants to make sure, that under no circumstances a shot can be fired unintentionally. In this case, it does not matter whether this is logical or not. A safety notch helps w/ a pistol and w/ a revolver one can overdo it. If one feels safer, why not? Decrease of capacity vs. not carrying at all?
All modern gas-alarm revolvers have transfer bar or other similar passive firing pin blocking mechanism. It not illogical, it is idiotism to carry a revolver with an empty chamber. Who suggest such thing, do not have even the most basic knowledge of guns.
